Wavelet Video Coding Based on the Optimal Bit Allocation

Abstract: A new scheme of video coding based on the optimal bit allocation is presented.
The original image sequence is segmented into groups first, and each group is carried out the time-
dimension and two spatial-dimensions wavelet decomposition. When quantizing, we propose an extension of setpartition in hierarchical trees(SPIHT) algorithm. Our simulation demonstrates that this method can improve the coding efficiency.
