Abstract: It is now the 50th anniversary of Shannon information theory which has made great contribution to the development of communication technology. In the meantime, there has been an increasingly urgent demand onintelligence research, needing the support from a new theory of information.Considering the characteristics of intelligence, a new theory of information dedicating to the intelligence research, the comprehensive information theory, or simply CIT, is presented here to meet the needs of intelligence research. The basic results presented here include the following: defining the concept of comprehensive information as a trinity of syntactic-semantic-pragmatic information, establishing the mathematical measures of comprehensive information by means of fuzzyset theory, explicating the mechanism of inference and decision-making based oncomprehensive information. The results show that CIT may provide a systematic and effective approach to the advanced intelligence research and that Shannon information theory can be regarded as a special solution of CIT in the case of random events.
